Ed Wisnowski

Ed Wisnowski has lived in the Town of Clay for over 50 years. He has been a Volunteer for the past 43 years for the Moyers Corners Fire Dept. with 10 of those years as Chief of the Dept. He is also a 47-year charter member of the Liverpool Sons of the American Legion post 188. Ed was on the Zoning Board of Appeals from 2015 to Jan 2025 and held the position of chairman from 2019 to 2025. He was appointed in February of 2025 to fill an open position on the Town of Clay Town Board. He is well known for his concerns for all residents of the town and will continue to protect their interests and concerns.
Matt Malinowski

Candidate Town Council
Matthew Malinowski is a dedicated public servant and lifelong resident of Clay, deeply rooted in community leadership and public safety. A proud graduate of Cicero-North Syracuse High School, he continued his education locally at Onondaga Community College and earned his degree from SUNY Oswego. Currently serving as a Captain with the Syracuse Police Department, Matthew brings over a decade of experience in law enforcement, crisis management, and community engagement.
In addition to his law enforcement duties, Matthew serves as the Board President for Vera House, Inc., Board Member for the United Way & Syracuse Polish Home, demonstrating his strong commitment for advocacy, and community wellness. He is known for his thoughtful approach to problem-solving, effective communication skills, and dedication to building trust and cooperation within diverse communities.
Matthew believes in transparency, accountability, and inclusive decision-making. As a potential member of the Town of Clay Board, he is committed to ensuring public safety, enhancing community services, and advocating for responsible growth and sustainable development.
Matthew still resides in Clay with his family and remains actively involved in local initiatives aimed at improving the quality of life and fostering stronger community connections.
Cody Kelly

County Legislator (14th District)
Cody Kelly is a lifelong resident of the 14th District. He graduated from Cicero-North Syracuse High School in 2009, and received his Doctorate of Physical Therapy from SUNY Upstate Medical University in 2016. As a Physical Therapist, Dr. Kelly works with children all over Onondaga County. Providing home-based care has allowed Dr. Kelly to witness first hand some of the issues affecting people across different communities, like the effects of poverty. He believes in responsible local government which limits the tax burden on families and promotes economic growth and job opportunities.
Currently, Dr. Kelly is serving as Chairperson of the Legislature’s Health & Human Services committee, Vice Chairperson of the Environmental Protection committee, and is a member of the County Facilities committee.
Dr. Kelly has a lifelong dedication to service including many years coaching youth basketball. He has previously served as Vice President of the Brockport Chapter of the National Society of Collegiate Scholars, and the Class Representative to the New York Physical Therapy Association’s Central District. Cody has been recognized by Local VFW Post 7290 as an “Outstanding Spokesperson for Freedom.” Dr. Kelly carries the endorsements of the Republican and Conservative parties.
Damian Ulatowski

Town Supervisor
Damian is a long time resident of the Town of Clay and holds a BA from Fredonia State University. He is a 20-year veteran of Town government (specifically for the Town of Clay) and has held several positions including Councilman, Liaison to the Highway Department, Deputy Supervisor and currently in his role as Supervisor to the Town where he was originally appointed in 2008 and elected in 2009. During his tenure, he has supported and advocated for smaller local governments and is committed to providing efficient governmental services. He is an advocate of green technology, securing several grants over the years for various projects including upgrades to the highway garage and solar array systems located at town hall and the highway offices. His long-range vision is sustainability for a cleaner, greener community for the future and beyond.
Damian serves on a number of boards in the Clay community and is currently President of the Onondaga County Supervisor’s Association. He is a volunteer for Meals-on-Wheels and a lector at St. Rose of Lima Church in the Village of North Syracuse, NY.
Jill Hageman Clark

Town Clerk
Town Clerk since March of 2009; Supervisor for Deputy Clerks, Recording Secretary to the Town Board; Record Management Officer, Processor of Dog Licenses, Marriage Licenses, Conservation/Hunting Licenses, Solicitors Licenses, Handicapped Parking Permits and Acceptance Agent for US Passports.
Expanded Clerk’s office to include facilitating applications for U.S. Passports and the FAVOR program for veterans. As Marriage Officer, Jill also performs weddings.
NYS Registered Municipal Clerk; Advanced her training by attending Association of Towns, New York.

Deborah Magaro-Dolan

Town CouncilOR
Deborah Magaro-Dolan is running for re-election as Councilor on the Town of Clay Board. A near-lifelong resident, Deborah moved to Clay in 1980 and has been deeply involved in the community ever since.
After years as a stay-at-home mom, Deborah returned to the workforce in 2019 and now serves as a Specification Writer in the Onondaga County Division of Purchase, helping ensure fiscal responsibility for taxpayers.
A dedicated volunteer, Deborah has led and supported numerous community initiatives, including fundraising for the Bishop Foery Foundation, Labrador Mountain Ski Club, and the Bayberry Community Association, where she’s held roles such as president, board member, and event planner. She’s also active in Epiphany Parish and involved in local election efforts, serving as Deputy Chair of the Town of Clay Republican Committee and a member of CNY Republican Women.
During her time on the Town of Clay Board, Deborah has helped deliver key improvements, including:
A new roof and HVAC system for Town Hall
LED lighting upgrades at Town Hall and town parks
Restoration of facilities at Clay Park Central
Completion of Memorial Park, dedicated Memorial Day 2025
Organizational improvements, such as separating Code Enforcement from the Planning Department for greater efficiency
She also serves on the Town’s Land Use Study Committee and Planning Commissioner Search Committee, all while helping maintain a no-increase tax rate.
Deborah holds degrees from SUNY Oswego (B.A. in Psychology) and Syracuse University (M.A. in Child and Family Studies). She and her husband Steve have lived in Liverpool for decades, raising their sons Joseph and Jacob, both Liverpool High School graduates.
Deborah is committed to smart growth, transparency, and efficient town services. She looks forward to ickcontinuing this important work with your support.
Ryan Pleskach

Town CouncilOR
Ryan Pleskach has served as a Town Councilor in Clay since 2018. He is seeking re-election to help ensure Clay remains a vibrant, well-prepared, and forward-looking community.
On the Town Board, Ryan works to balance town priorities with the needs of local families. He co-chaired the 2024 Land Use Study to prepare Clay for the economic opportunities and growth that come with Micron’s $100 billion semiconductor investment. Through sound fiscal policy and steady economic development, Clay has avoided any tax increases for five consecutive years. Ryan has also been a strong community advocate, voting to approve funding for improvements to town parks and recreational facilities, including new field lights, updated courts, and facility upgrades that enhance quality of life for residents, such as a new splash pad for Clay Park Central in 2026.
In the private sector, Ryan co-founded ResilienX, Inc., a Syracuse-based aviation technology company that has grown into a multi-million-dollar enterprise and created jobs for Central New York. His experience leading a successful business in a high-tech, fast-moving industry gives him valuable perspective as the town prepares for the unprecedented changes that Micron’s arrival will bring.
Ryan brings nearly two decades of professional experience in emergency management, aviation safety, and national security. He has worked with organizations such as the FAA, FEMA, NASA, and the U.S. Air Force. In 2019, he was recognized by the Central New York Business Journal as a “40 Under Forty” honoree for his leadership and community impact. He holds a Master’s degree in Emergency and Disaster Management and completed his undergraduate degree at Clarkson University.
At home, Ryan and his wife Deanna are raising their daughter Eleanor, along with their golden retriever Luna. A lifelong problem-solver and community advocate, Ryan is committed to ensuring that our families can thrive, that growth is managed responsibly, and that Clay remains a great place to live, work, and raise our families.
Kevin Meaker

County Legislator (2nd District)
Kevin J. Meaker decided to run for Onondaga County Legislature because he wanted to be able to work on important issues that affect people’s lives and help shape the future of our community. First elected in November 2023, Kevin Meaker is now serving as the District 2 representative. In his first term at the Legislature, he was selected to be Vice Chair of the Planning & Economic Development committee and as a member of the Health & Human Services committee.
Prior to this position, he was a Town Councilor in the Town of Clay from 2017 through 2023. Professionally, he owns his own real estate company and works as a Substitute Teacher in the Phoenix Central School District. Meaker studied at Henninger and Hannibal High Schools, as well as Bryant and Stratton College. He feels he is a good listener who works to relate to people, no matter their social status, needs, or abilities. He encourages his constituents to reach out if they have a question or need help with something.
Kevin Meaker believes that Legislators should be preparing for Onondaga County’s growth moving into the next generation, with the addition of both Amazon and the Micron project creating a significant economic boost to the region. With both companies so close to his district, he wants to ensure that the benefits trickle down to the local businesses and residents. He is a strong leader with the knowledge and expertise to handle these complex issues.
Giving back to his community has always been important to Kevin. He’s currently doing so in several ways: Volunteer caterer at St. Elizabeth Ann Seton Church, Baldwinsville American Red Cross Blood Donor, Liverpool Cicero-North Syracuse Superintendent’s Advisory Committee.
Kevin Meaker lives in Clay with his wife Alison and together they are raising five children. An adorable Dachshund named Dexter (aka” Poindexter”) completes the family tree. He loves the NYS Fair, the Regional Market, playing bingo, and watching sports, especially the Little League World Series and the teams of Syracuse University.
